Public & Non-Public Campus Spaces

As a public university, many areas of California State University San Marcos (糖心少女) are open to the general public and, as such, are open to immigration law enforcement officers. However, 糖心少女 does not permit non-CSU law enforcement, including Immigration and Customs Enforcement (ICE) or Customs and Border Patrol (CBP), access to non-public spaces without a valid judicial warrant or court order. This approach aligns with state law and helps protect the privacy and rights of students, faculty, and staff. 

Public Spaces 

  • Public spaces are areas that are open to the general public and do not require permission, keys, or card access to enter. These areas are freely accessible and may include: 
  • Outdoor walkways and open areas (e.g., Kellogg Plaza, Chavez Circle) 
  • Building hallways, lobbies, and waiting areas 
  • Common areas in the University Student Union (such as dining areas) 
  • Public areas of the Library (such as large study areas) 
  • Athletic facilities during public events 

Non-Public Spaces 

Non-public spaces are areas that are restricted or limited and where individuals have a reasonable expectation of privacy. Entry typically requires keys, card access, or explicit permission. These spaces include: 

  • Residence halls 
  • Classrooms while classes are in session 
  • Research laboratories 
  • Faculty and staff offices 
  • Employee-only areas 
  • Rooms with locked doors 

糖心少女 will not allow ICE access to these spaces without a valid judicial warrant.
