Enrollment

The Benefits Office is here to support you with enrolling in benefits as a new hire, newly eligible employee, or following a qualifying life event. Our goal is to provide you with the information and guidance needed to successfully complete your enrollment or make changes through the CHRS Employee Self-Service system.

  • New Hire/Newly Eligible Enrollment Deadlines

    Enrollments will be processed once the Benefits office receives a complete submission through Employee Self-Service, AND receives all required supporting documentation/information.

    Voluntary Benefit enrollments are processed directly with the plan carrier. Please follow the carrier's instructions.  Effective dates are determined by the plan carrier processing timeline.

    VSP Premier 60 Days from event date 1st of the following month - if submission requirement met AND the Basic Vision enrollment has been established; Otherwise, the coverage will begin the 1st of the second month.

    Note: Basic vision coverage is automatic. Enrollments are effective the first of the month following your appointment. Premier vision coverage is considered a voluntary benefit, that requires submission of an enrollment for to the Benefits Office.

    Benefits are paid on a prospective basis the month prior to coverage. CalPERS transmits health premium information directly to the State Controller's Office (pay agent for 糖心少女). Due to unavoidable processing delays, your pay warrant may not immediately reflect proper benefit deductions. If this happens, the premium payment will be adjusted during a subsequent pay period and an Accounts Receivable (A/R) will issue. The Benefits Office will notify an employee if this occurs, and provide next steps.

  • How to Enroll (New Hire/Newly Eligible)

    To enroll in benefits under a new hire/newly eligible event:

    1. Log in to
    2. Go to My HR Resources and select the Employee Self-Service Center on the left hand drop down, if not already reflected.
    3. From the Employee Self-Service Center, select New Hire/Newly Eligible Enrollment tile.
    4. Complete your enrollment via Employee Self-Service
    5. Gather the supporting documentation that may be required for enrollment of family members, and submit to the Benefits Office using one of the below methods:
      a. Electronically via to Justine Cook at jcook@csusm.edu 
      b. Scan/Email to hrbenefits@csusm.edu
      c. Deliver to the Office of Human Resources Administration Bldg - 4800 during normal office hours

  • Life Events

    Certain Life Events allow the employee to enroll, make changes or cancel enrollment outside an Open Enrollment period due to qualified permitting events. 

    Most events require submission within 60 days of the life event, and take effective the first of the following the month the life event occurred AND submission of all supporting documentation to the Benefits Office.

    Examples of some Life Events are:

    • New Born/Adoption
    • Marriage/Domestic Partnership
    • Involuntary Loss of Coverage (Enroll)
    • Gains Other Coverage (Cancel)
    • Parent-Child Relationship



    Note: If you are currently enrolled in the VSP Premier Vision plan, you must complete the VSP Premier Enrollment Form and submit to the Benefits Office to add new dependents to your coverage.

  • How to Enroll/Change/Cancel (Life Events)

    To enroll in benefits under a  life event:

    1. Log in to
    2. Go to My HR Resources and select the Employee Self-Service Center on the left hand drop down, if not already reflected.
    3. From the Employee Self-Service Center, select Life Events tile.
    4. Complete your enrollment via Employee Self-Service
    5. Gather the supporting documentation that may be required for enrollment of family members, and submit to the Benefits Office using one of the below methods:

    Important Notes:

    • You can only have one Life Event open at a time. Once started, it remains open until you Complete or Cancel it.
    • Certain Life Events must be processed by the Benefits Office.  Please contact hrbenefits@csusm.edu for assistant
      • If you are on unpaid leave, short work break or in an override program
      • If you need to remove a covered dependent due to death
      • If you wish to cancel all your CSU Benefits 
  • Leaving Employment/Loss of Eligibility
    If as an active employee, you are covered by a health, dental, vision and/or HCRA plan, your benefit coverage will typically continue through the month of separation/loss of benefits eligibility and the month following.

    • For example: separation date is June 30th; benefits end effective August 1st
    • Part-Time Lecturers/Coaches to view benefit coverage periods

    The Consolidated Omnibus Budget Reconciliation Act (COBRA) allows you and any eligible dependents to continue coverage if you involuntarily lose your benefits.  The Benefits Office will provide information if this occurs.

    DID YOU KNOW employees who retire from the CSU may be eligible for lifetime medical and dental benefits?

    • Employees who are losing coverage and are eligible for CalPERS Retirement may wish to consider retiring to maintain health benefits.
