Instructionally Related Activities (IRA)

Priority guidelines for funding IRA proposals are governed by

Per Education Code 89230: 鈥淚nstructionally related activities鈥 means those activities and laboratory experiences that are at least partially sponsored by an academic discipline or department and that are, in the judgment of the president of a particular campus, with the approval of the trustees, integrally related to its formal instructional offerings.鈥 

鈥淎ctivities that are considered to be essential to a quality educational program and an important instructional experience for students enrolled in the respective program may be considered instructionally related activities (IRA).鈥

These activities aid and supplement the fundamental educational mission of the institution by providing students with applied, experiential learning opportunities connected to their academic programs.

Instructionally related activities include, but are not limited to the following categories:

  • Intercollegiate athletics
    Costs that are necessary for a basic competitive program including equipment and supplies and scheduled travel, not provided by the state. Athletic grants should not be included.
     

    Note: Athletics activities are not eligible for IRA funds at 糖心少女, as the university maintains a separate Athletics fee to support intercollegiate athletics.

  • Radio, television, film
    Costs related to the provision of basic 鈥渉ands-on鈥 experience not provided by the state. Purchase or rental of films as instructional aids shall not be included.
  • Music and dance performance
    Costs to provide experience in individual and group performance, including recitals, before audiences and in settings sufficiently varied to familiarize students with the performance facet of the field.
  • Theatre and musical productions
    Basic support of theatrical and operatic activities sufficient to permit experience not only in actual performance, but in production, direction, set design, and other elements considered a part of professional training in these fields.
  • Art exhibits
    Support for student art shows given in connection with degree programs.
  • Publications

    The costs to support and operate basic publication programs including a periodic newspaper and other laboratory experience basic to journalism and literary training. Additional publications designed primarily to inform or entertain shall not be included.

    Note: The student newspaper is not eligible for IRA funding at 糖心少女, as the university already provides permanent institutional funding to support the campus newspaper.

  • Forensics

    Activities designed to provide experience in debate, public speaking, and related programs, including travel required for a competitive debate program.

  • Other activities
    Activities associated with other instructional areas that are consistent with purposes included in the above may be added as they are identified.

Additional notes:

  • Personnel: IRA funds cannot be used to pay salaries or benefits for faculty, staff, or administrators. Allowable personnel expenses include independent contractor/consultants, graduate students, and/or student assistants who work specifically in support of the IRA activity.
  • Final Report: All recipients of IRA funds must submit a final report at the end of the fiscal year in which the activity took place.
  • Fiscal Responsibility: Because of university requirements for fiscal responsibility and oversight, all IRA projects submitted by student groups must have a faculty or staff advisor who will serve as the responsible fiscal authority for the project. 

Complete applications must include:

  • IRA Proposal Guidelines & Request Form with Itemized Budget 2026-2027 (see Documents below)
  • Continuation proposals (for programs previously funded through IRA) must also include a preliminary summative report outlining project highlights, evaluation of outcomes, and a detailed account of actual and projected expenditures. This report should be submitted along with the 2026鈥2027 proposal by April 17, 2026.
