In fall 2021, President Ellen Neufeldt announced steps that ÌÇÐÄÉÙÅ® would take to prevent and respond to sexual harassment. These steps included forming a Sexual Harassment Task Force, participating in , and working with an external reviewer (TNG) to audit university Title IX processes. Additionally, in June 2022, Interim CSU Chancellor Jolene Koester announced that each of the 23 campuses in the system would go through an independent assessment of Title IX processes with the firm Cozen O'Connor. The findings and recommendations from each of these efforts are included in the report links below.
Based on the findings and recommendations from these reviews as well as the evolving nature of the Title IX landscape and emerging best practices, ÌÇÐÄÉÙÅ® has implemented a wide range of enhancements over the past few years. Implementation of Title IX/DHR Audit Recommendations
In spring 2024, ÌÇÐÄÉÙÅ® submitted a ÌÇÐÄÉÙÅ® TIX and DHR Recommendations Implementation Plan to address the recommendations for improvement outlined in the Cozen O’Connor report. The Chancellor’s Office approved this plan as a roadmap for continued improvements in this important area in June 2024, marking a significant milestone in our ongoing efforts to create a safe and supportive campus environment. A first year status update on progress in achieving this plan was submitted to the CSU on June, 11, 2025.
A comprehensive report on progress in implementing recommendations from all three audits (ÌÇÐÄÉÙÅ® Sexual Harassment Task Force, TNG ÌÇÐÄÉÙÅ® Title IX Review, and Cozen O'Connor CSU Title IX Review) updated in January 2026 is available for review.
January 14, 2026 Title IX/DHR Recommendations Progress Report
Established a Stand-alone Assistant Vice President of Title IX/DHR Position
A key common recommendation from the Culture of Respect Self-Assessment, President’s Task Force on Sexual Harassment, the TNG Title IX review, and the Cozen O’Connor systemwide assessment was to hire a stand-alone Assistant Vice President for Title IX/DHR. A successful national search in Spring 2025 resulted in the hiring of long-time Title IX/DHR practitioner Sarah Clegg to fill this vital role starting June 15, 2025.
Enhanced Title IX/DHR Reporting Structure
We have established a new reporting structure for Title IX/DHR. In addition to reporting to the Vice President for Student Affairs, the AVP for Title IX/DHR now has a direct reporting line to the provost and vice president for Academic Affairs, as well as to Human Resources. This enhanced structure is designed to improve communication and decision-making across the university.
Improved Title IX/DHR Office Staffing
In addition to the appointment of a permanent AVP for Title IX/DHR, other vital staffing enhancements have been implemented through a combination of reallocating existing positions, long-term engagement of experts in the field, and adjusting roles to ensure that key functions are appropriately supported. Created a Deputy Title IX/DHR Coordinator Program
To establish points of contact within key units on campus, such as Athletics, Housing, Human Resources, and Student Life, the ÌÇÐÄÉÙÅ® Title IX/DHR Office has created an adaptable Deputy Title IX Coordinator position description. This supplemental role is assigned to individuals within those areas will increase prevention, education, and reporting options by leveraging the relationships that the deputies have established with the populations they serve and providing them with a working knowledge of Title IX/DHR policies and procedures.
Establishing a Title IX/DHR Process Advisor Cohort
To provide effective guidance and support for both complainants and respondents the ÌÇÐÄÉÙÅ® Title IX/DHR Office is creating a Process Advisors program. Process Advisors will be trained to have a working knowledge of Title IX/DHR procedures and an awareness of available resources on campus and in the community so that they can provide support and guidance as individuals navigate the case resolution processes.
Enhanced Case Records Management
In fall 2025, ÌÇÐÄÉÙÅ® joined the first phase of CSU campuses in adopting Case IQ as its case management system as part of a system-wide rollout of the newly adopted platform. This system-wide adoption will promote both case management at the campus level through a tailored system as well as data collection and reporting at the system level.
To prepare for this transition from the Maxient case management system to Case IQ the office conducted a review of open cases to determine what steps remained to close them, such as uploading notes or final outreach to students to offer supportive measures. As a result of this review, the office was able to close all open cases up through Fall 2025.
Strengthened Internal Protocols
In addition, the ÌÇÐÄÉÙÅ® Title IX/DHR Office continues to use internally shared case tracking systems to monitor timelines and ensure every step of the process moves forward in a timely manner. The case tracking system was a direct result of a case resolution mapping process that identified every step of the process from initial report and intake meeting through to the investigation and case resolution steps. The case resolution mapping process also allows the office to identify and address issues related to timeliness, conflicts, gaps in communications, or inconsistencies in its processes when assessed against its own standards for performance and peer institutions.To share observations and collaborate on case management, the department holds weekly internal case management meetings and meets weekly with the external Systemwide Civil Rights team to review current cases.
In addition, the ÌÇÐÄÉÙÅ® Title IX/DHR Office participated in a CSU Civil Rights Office program review in the winter of 2025 - 2026 to assess areas of strength and opportunities for improvement through an external review process. The CSU Civil Rights Office also periodically assesses the office's response to new incident reports with consistently positive findings.
Ongoing Staff Training and Development
During the 2024-2025 academic year ÌÇÐÄÉÙÅ® Title IX/DHR staff participated in more than seventeen trainings to continue to expand their expertise in areas such as CSU Nondiscrimination Policy revisions, Clery Reporting, Conducting Investigations, and Trauma Informed Care. Enhancement of Title IX/DHR Office Branding, Visibility, and Community Awareness
The campus created a Title IX/DHR Branding, Visibility, and Awareness work group made up of student, faculty, and staff representatives. The group met bi-monthly and created a report with recommendations at the conclusion of their work. The final report was submitted in May 2025 and recommendations began being implemented beginning in the summer of 2025. Among the first items being addressed is a new name for the office that more clearly conveys its role and functions to the campus community in a manner that demystifies the office.
Leveraged the College of Business Senior Capstone Program
To address the objectives of enhancing the visibility of the ÌÇÐÄÉÙÅ® Title IX/DHR Office and build greater awareness of its role and services across campus, the Office submitted a project proposal for to the College of Business Senior Capstone program for fall 2025. The cross-discipline Senior Capstone project team conducted primary and secondary research to develop a multimedia marketing campaign tailored to our campus culture and the students, faculty, and staff that we serve. The elements of this campaign are being starting in Spring 2026.
Enhanced Partnership with University Athletics
In partnership with University Athletics, the Title IX Office surveyed student-athletes to assess the climate in Athletics and perceptions of safety from harassment to guide further training and prevention efforts. To provide additional support and opportunities for student athletes to report issues of concern University Athletics has implemented Teamworks Pulse as an anonymous reporting tool to enhance its culture of care for students and staff.
Standardized Incident Reporting Process for Conduct of Concern
In spring 2025, the campus has hired an inaugural Director of Conflict Resolution, Dr. Pamela Jackson, who will play a pivotal role in fostering a culture of integrity, compassion, and responsibility throughout the University and respond to incidents that constitute Other Conduct of Concern. This position reports to the Associate Vice President for Faculty Affairs, and meets regularly with the AVP for Title IX/DHR to ensure clear procedures for consistently referring incident reports related to Other Conduct of Concern to ensure prompt, appropriate responses, supporting our campus culture of care and respect.
Formation of Multidisciplinary Title IX Team
Our campus CARE team currently fulfills the functions of a multidisciplinary team, and conversations will continue about how to most effectively implement this recommendation in a manner that best serves the needs of our campus.
